The giving of security would not only afford equitable redress to persons libelled, but would operate as a great safeguard against publication of libels, for there would be at least two parties to the bond whose interest it would be to prevent the publication of libels and who would naturally interfere and remonstrate with a publisher when found systematically libelling either public functionaries or private individuals.
10. This is all that is intended to be done by the proposed Ordinance, which would inflict no hardship on respectable and responsible publishers of newspapers who would never experience the slightest difficulty in obtaining sureties; whilst it would afford a reasonable protection to the public, and to individuals, against the libellous attacks of unprincipled and probably insolvent persons.
